ECCLESHALL PARISH COUNCIL – HIGHWAYS AND TRANSPORT COMMITTEE MINUTES- Wednesday, July 1^st 2026

A meeting of the Highways and Transport Committee was held on Wednesday, July 1^st 2026, at Eccleshall Community Centre at 8.30pm, following a meeting of the Planning Committee.

Present were:-

No members of the public.

1).    Apologies:-

Apologies were received from Cllrs. Wilkins, Taylor, Hill and Langford.

2).    Election of Chairman / Vice Chairman:-

Councillor Jones was nominated and re-elected as Chairman for the ensuing year.

Councillor Perren was nominated and re-elected as Vice- Chairman for the ensuing year.

3).   Minutes of the meeting held on Wednesday, April 1^st, 2026:

The minutes, which had previously been noted by the Council were agreed and signed.

4).   Staffordshire County Council Highways:

• Ongoing Issues:
  • Road markings on the roundabouts and pedestrian crossing: Recent reports have deemed both as non-urgent works. The safety concerns have been escalated to Cllr. Pert and Leigh Ingham MP. The committee also considered the resident correspondence received as part of this item, which also flagged up issues with erosion of the road surface around the ironworks on the roundabout by Perry’s and associated vibrations, exacerbated due to the increased traffic from the road closure at Creswell. It was agreed to submit another report to keep highlighting the issue and urging immediate works.

5).   Speed Indication Devices – report:

Members received and discussed the latest report for the speed devices.

There were no significant changes since the last report:

• Stone Road and Southwell units show adherence to the speed limits.
• Green Lane shows a positive improvement to speed when the units are in place and facing approaching traffic, as comparative data is available for cars when they are not facing the unit.
• Chester Road shows that vehicles often speed on the approach into Eccleshall. The Clerk will ask if the PCSO is able to attend the site with a speed gun.
• Croxton demonstrates that vehicles leaving towards Eccleshall speed up prior to exiting the 30mph area, when the speed signage is not visible.
• Since the last report, the rotation schedule has been changed to ensure the units are in place for longer periods in the main speeding areas – Chester Road, Croxton and Slindon.
• Reid will undertake more work on analysing the effects of having the two units in place at the same time in Croxton and Slindon and report back at the next meeting.

The committee received correspondence from Staffordshire County Council advising that approval of any new SID unit locations is suspended pending a review. This does not affect the council at present as there are no new locations under consideration.

6).   Correspondence

• The council has been copied into emails to County Cllr. Pert regarding resident road safety concerns on Cash Lane, highlighting recent incidents to include a lorry falling into a ditch, increased large vehicle traffic travelling along a narrow lane at speed, with a lack of consideration for pedestrians and horse riders. There have been near misses with vehicles and horse riders when they have not slowed down or given riders space. Members asked the Clerk to request possible calming measures, to include horse and rider warning signage.

An updated SID report will be provided

Any items for the next meeting can be forwarded to the Clerk.
