Resident concerns regarding spoiling of rural landscape in reference to 20/33339/FUL – Proposed telecommunications installation. Proposed 15.0m High HEL ALPHA8_V2 Pole on new root foundation and associated ancillary works. Land South East Of Gratewood Barn Offleybrook Road. (previous application, no objection submitted).

50/21). Public Participation:-
One member of the public spoke regarding 20/33339/FUL (full description in correspondence 56/21). They had a number of objections to the proposal that included noise pollution, visual impact on the landscape/ not in keeping with the local area, radiation concerns and potential detriment to livestock as well as residents, impact on local wildlife and ancient oak trees. Further concerns were noted regarding a lack of neighbour consultation and the fact that work has already started on the installation prior to planning approval.
51/21). Minutes of the Planning Committee Meeting held on March 3rd, 2021:-
The minutes, which had been previously circulated, were agreed and will be signed at the earliest opportunity.
52/21). Planning Decisions of Stafford Borough Council:-
20/33246/HOU – New double garage with conservatory and office at first floor. 9 Horsefair Eccleshall. Approved.
53/21). Planning Applications for consideration:-
21/33948/HOU – Proposed two storey extension and single storey orangery extension to rear, external and internal alterations; proposed detached oak framed garage and alterations to existing access and parking area. Prospect Farm Sytch Lane Slindon. There were no objections to this application.
21/33822/HOU – Two storey side and rear extension. Burley Cottage Clayalders Bank Standon.
It was resolved to object as the proposed extension exceeded 70% of the original dwelling, in accordance with Policy C5, (C) Extensions or Alterations of The Plan for Stafford Borough.
21/33765/HOU – Refurbishment of 3 storey dwelling. In conjunction with 21/33766/LBC. 78 High Street Eccleshall. There were no objections to this application.
21/33790/FUL – Proposed conversion of storage outbuildings into dwelling house, form new vehicular access. Beech View Cash Lane Garmelow. It was resolved to object to the application as it is a new dwelling in the countryside and as such, contrary to Policy C4 of the Plan for Stafford Borough.
54/21). Any further applications for consideration:-
There were no further applications to consider.
55/21). Any Other Planning Matters:-
Members considered whether it would be beneficial to apply for Beech Road to be listed as an asset of Community Value, meaning that in the event that the site was put up for sale, community groups could register an interest and have a 6 month period with which to put together funding that would allow a bid to be made for the land.
It was noted that Beech Road has been listed as Local Green space within the current Neighbourhood Plan, which notes it of importance for the facilities it provides and affords it a degree of protection from development. There appears to be no detriment to add this extra layer of protection to the facility.
It was resolved to apply to Stafford Borough Council to list Beech Road as an asset of community value.
56/21). Correspondence:-

The Council considered the application in January and submitted a response of no objection based on the information presented, which included the fact that there were no neighbour objections on the portal at that time. It was noted this may be due to the process issues highlighted by the resident. There have been no material changes to the application since the original agreed response. Some members noted strong objections to the application but it was advised that procedurally, in order to reverse a decision, a written request would need to be submitted in advance by 8 councillors in line with Standing Orders 10 and 12. Others were in support of the original decision.
The Parish Council has already written to the Borough Council Planning and Enforcement departments to highlight commencement of work on the installation prior to approval and asked for this to be addressed as a matter of urgency.
Members were advised to submit individual objections to the application if they agreed with the issues raised, and Councillor P. Jones will contact the Borough Council in the morning to raise concerns about due process relating to the consultation process and that work has started without approval.
