49/20). Minutes of the Planning Committee Meeting held on Mar 4th, 2020:
The minutes, which had been previously circulated, were agreed and signed.
50/20). Planning Decisions of Stafford Borough/County Council:-
19/31676/FUL – Retrospective application for the retention of two lambing sheds constructed
to replace derelict farm buildings. Villa Farm Well Lane High Offley. Refused.
19/30012/TCA – Eccleshall Conservation Area: Taxus spp. (Yew) – Crown Lift to 4 metres. 18A High Street Eccleshall. Approved.
19/31639/FUL – Proposed re-siting of existing stables with the addition of two no. smaller stables to be used as storage. Dairy House Horsley Road Elford Heath. Approved.
51/20). Planning Applications for consideration:-
20/31862/OUT – outline application for development of up to 13,700 square metre employment floor space (Classes B1©, B2 and B8) – to include access all other matters reserved. Land West of Raleigh Hall Industrial Estate Sturbridge Lane Eccleshall. It was resolved to object to this application due to concerns regarding the assessment of flooding. The lower part of the field is subject to flooding and the Parish Council has concerns regarding the planned attenuation ponds, and whether they will cope with the runoff once the majority of the field is hard surface. The application notes that Brockton Brook, the closest water course, is too far away to be financially practical for drainage. Eccleshall Parish Council wishes to see a satisfactory drainage scheme for this development for further consideration.
52/20). Any further applications for consideration:-
20/31874/HOU – Permission for dropped kerb outside No. 1 Newport Road. 1 Newport Road, Eccleshall. There was no comment on this application.
19/31613/OUT – Amended Application. Land off Castle St, Eccleshall. It was noted that the amendments made had no positive changes that affects the objections previously submitted. It was resolved to respond that further to the previous objections to the Castle street development, and in light of the conservation officers objection the Council believes this application to be a poor, lazy design. The design seems only to be set out so that the balancing pond is in the location it is, outside the settlement boundary. It would seem that a different design would both improve the site in the landscape and move the balancing pond to a more appropriate location but of course this would likely reduce the number of houses. The current design is also not supported by the CPRE who also note the area outside the boundary, in addition to the concerns previously stated regarding ground water flooding which have not been resolved. Staffordshire County Council, as lead flood authority, objects to this development. Further documents do not differ sufficiently to change these views.
53/20). To consider the New Stafford Borough Local Plan 2020-2040:
Issues and Options report consultation:- After review of the draft submission, members submitted additional comments to expand on the responses. It was resolved to accept the initial draft, which the Clerk will expand to include examples provided by other members. Regarding the designation of Local Green Spaces (question 9M) – the Clerk will clarify that this is important to designated areas in order to protect these spaces.

56/20). To approve delegation responsibilities in light of expected meeting cancellations:-
It was resolved to approve delegation to the Clerk in conjunction with the Chairman to respond to any planning applications that require a response prior to the next convened planning committee meeting, in response to the expected disruption to scheduled meetings. Applications can be circulated to all councillors to obtain their feedback.
57/20). Date and venue for next meeting:-
