A meeting of Eccleshall Parish Council Planning Committee was held on April 16th 2025, at Broughton Parish Room at 8.55pm following the Parish Council meeting.

The minutes, which had been previously circulated, were agreed and signed.

24/39934/LBC – Change of Use from B1 Office to C3 Residential. 2B Stafford Street Eccleshall. Withdrawn Application.
24/39933/FUL – Change of Use of upper floors from B1 Office to C3 Residential. 2B Stafford Street Eccleshall. Approved.
24/39755/FUL – The erection of a cattle building, and associated hard standing, and landscaping to provide additional cattle accommodation. New House Farm Arn Hill Croxton. Approved.
25/40364/TWT – TPO 27 1976 (T18): Ash – Remove low limb that overhangs the rear garden of 17 Stone Road. Reduce crown by up to 2m, thin crown by 15%. Land To Rear Of 17 Stone Road And West Of Hartlands Road. Approval TWT.

Cllrs. Jones and Reid abstained from voting on planning applications to avoid any conflict of interests due to duties within Stafford Borough Council.
25/40282/FUL – Variation of Condition 2 (amendment to approved plans) on Application
21/35138/REM ( Appeal Decision APP/Y3425/W/23/3332072). Eagle Inn Car Park Newport Road Eccleshall. It was resolved to continue to object to this application on grounds of excess scale and mass with impact to neighbouring residences. Borough Councillor Jones has called in the application for consideration by the Planning Committee.
The Clerk will also contact SCC Traffic and Networks to check that the crane has the necessary over sail licences in place.
25/40382/HOU – single storey rear extension. 21 Trinity Road Eccleshall. There were no objections to this application
25/40321/FUL – Demolition of an existing dwelling and replacement with a new Self-Build House. Rosemarie Cottage Aspley Lane Chatcull. There were no objections to this application.

25/40286/FUL – Installation of 2.4m high replacement fencing required to protect an existing cross country valve. Land Opposite Sports Ground Swynnerton Road Sturbridge. There were no objections to this application.

Consideration of infrastructure issues, required improvements and aspirational aims for Eccleshall for use in relation to planning application responses:
The draft notes received to date included a mix of concerns in relation to general and specific developments, along with some aspirational suggestions that could be requested via developer contributions, such as funding towards a car park, consideration of cycle routes. Members noted the importance of the funding being ringfenced for use within the parish area only. The aim is to produce a document that will be a reference point for response to the upcoming applications, and in order to continue to develop, will be a regular agenda item for future meetings. Councillors were invited to send their suggestions to the Clerk for inclusion.
