A meeting of Eccleshall Parish Council Planning Committee was held on September 17th 2025, at Eccleshall Community Centre at 7.30pm.

197/25). Public Participation
A member of the public spoke in support of application 25/40881/FUL, providing additional information on the work undertaken to improve the biodiversity of the area and the resulting biodiversity net gain that has improved the area surrounding the proposed agricultural barn.

It was resolved to object to this application in support of the response submitted by the conservation officer.
25/40881/FUL – Construct a hardstanding in an agricultural field on which a 60ft by 40ft hay barn is to be built and provide a machinery and vehicle manoeuvring area and associated parking areas. Land West Of Peafield Covert Horsley Road Elford Heath. There were no objections to this application.
24/39724/FUL – Amended Application. Construction of detached dwelling and two detached garages following demolition of existing dairy building. Denham Lodge 47 Stone Road Eccleshall. It was resolved to continue to object to this application due to the excessive scale and mass of the proposal.
25/41038/HOU – Single storey link extension to join outbuilding to main property and associated works. Internal alterations. Offley Hay Farm House Doley Road Eccleshall. It was resolved to object to this application as the drawings and design show the conversion is in indicative of a new dwelling in the countryside and as such, contrary to Policy C5 of the Plan for Stafford Borough.

202/25). Any Other Planning Matters: –
- To provide an update on the work to date with Urban Vision Enterprise planning consultancy
- The site meeting with Hannah is taking place on the 18th September to look at the prospective sites in detail, to further inform the responses to each application when submitted.
- To approve printing costs for resident letters for Save Eccleshall group, to disseminate consultant guidance on responses to each planning application:
- It was resolved to approve the allocation of £1,000 within the budget previously approved for work in relation to the expected planning applications, to cover the printing costs for resident letters, which will be distributed by the group. The letters will resident information and advice from UVE consultancy, to enable residents to write a robust response to each planning application as it arises. The costs will cover up to six sets of letters, for proposals that have been brought to the attention of the Council to date.
- The Clerk advised that a member of the Save Eccleshall group has been in contact to obtain speed device data to report on vehicle numbers in areas monitored by the devices. The council agreed to share the data, as there is no information to identify individual vehicles. However, as the data is in a proprietary form for those specific units and requires specialist software for interpretation, Cllr. Reid will liaise with the resident to help to provide the required reports. All reports completed to date are on the Council website, and Cllr. Reid will be downloading the most recent data at the weekend for an updated report to be presented at the next Highways and Transport Committee meeting on the 1st
