NOTICE IS HEREBY GIVEN that a meeting of Eccleshall Parish Council Planning Committee will be held on Wednesday February 5th, 2020 at Eccleshall Community Centre at 7.30pm.

19/31477/FUL – change of use of ground floor from bank (A2) to restaurant (A3) and change of use of upper floors to four residential apartments (C3). 13 High Street, Eccleshall.

There were no members of the public present.
12/20). To confirm the minutes of the Planning Committee meeting held on January 22nd, 2020:-
The minutes, which had been previously circulated, were agreed and signed.
13/20). Planning decisions of Stafford Borough Council:-
19/31658/HOU – Partial demolition to be replaced with two storey rear and side extension,
and a front porch. The Cottage Butters Bank Croxton. Application Withdrawn.
19/31638/ANX – Proposed conversion of existing garage and store together with extension
to form ancillary accommodation for both sets of elderly parents. Dairy House Horsley Road Elford Heath. Application Withdrawn.
19/31598/HOU – Proposed replacement windows and door to front elevation and demolition of existing conservatory and proposed single storey kitchen extension to rear. 20 Castle Street Eccleshall. Approved.
The Clerk is still awaiting a response from planning regarding the Parish Council’s request to meet with a planning representative to discuss the planning decision making criteria and how Parish Council comments are taken into account.
14/20). Planning Applications for Consideration:-

19/31477/FUL – change of use of ground floor from bank (A2) to restaurant (A3) and change of use of upper floors to four residential apartments (C3). 13 High Street, Eccleshall. There were no objections to this application.
15/20). Any Further Applications for consideration:-
19/31676/FUL – Retrospective application for the retention of two lambing sheds constructed to replace derelict farm buildings. Villa Farm, Well Lane, High Offley. There were no objections to this application. The committee resolved to request an extension for submission of its response until the 20th February, so that further consideration could be given to the application.
16/20). Any Other Planning Matters:-
Feedback from recent Neighbourhood Planning training:- The Clerk circulated the slides and some links to key documentation relating to Planning and amending of Neighbourhood Plans prior to the meeting. It was noted that a Neighbourhood Plan, if no longer in alignment with the Borough Council Local Plan can go through an amendment process rather than having to be re-done. The level of consultation will be in line with the amount of changes made.
The following consultations were noted as received, and will be added to the next Planning agenda for discussion:-
• New Stafford Borough Local Plan 2020-2040: Issues and Options report (deadline 31st March)
• Biodiversity Supplementary Planning Document (deadline 16th March).
17/20). The Eagle Sculpture Update:-
The Clerk is in the process of arranging a site visit with the landscape contractor to obtain a detailed proposal to circulate to Bovis and Planning to gain the necessary approvals.
18/20). New & Proposed Developments:-
It was encouraging to note the responses to 19/31613/OUT by the County Council Flood team, who clearly stated issues with the development from a flooding perspective. Historic England also stated concerns regarding the design of the development and that it may set a precedent for further development in a historic area near to the Castle.

All were in favour and the cheques were signed.
