25/41255/NDEM – Prior Notification – Demolition of Agricultural Building. Barn At Wootton Farm Wootton Lane. Decline to Determine.
24/39044/FUL– Variation of condition 5 on application 23/37150/FUL (retrospective). Walton Bank Stafford Road Walton. Approved.
25/40881/FUL – Construct a hardstanding in an agricultural field on which a 60ft by 40ft hay barn is to be built and provide a machinery and vehicle manoeuvring area and associated parking areas.

It was resolved to respond with no comment on the application until the recommendations/reports requested by the officers were met.
258/25). To consider any further applications:-
25/41480/OHL – Replace six existing wooden low voltage electricity wood poles with new wooden poles, replace approximately 210m of low voltage overhead conductor with new bunched conductor. Land At Wetwood Stafford ST21 6NW.
There were no objections to this application.
S.18/12/467 W for (1) Consolidation of the existing permitted open windrow composting operations including all development permitted by planning permission S.13/22/467 W but excluding all elements related to Anaerobic Digestion; (2) Removal of the steel works for the partly built Anaerobic Digester building; (3) Construction of a concrete storage area with storage bays; and (4) Retrospective planning permission of the importation of wood waste for shredding, composting and milling in the permitted milling building; (5) Retention of the existing permitted milling building; and, Retrospective planning permission for the addition of a dust extraction unit on the northern side of the milling building including the external sheltered hopper and conveyor adjoining the northwest elevation of the milling building at Mill Farm, Stone Road, Chebsey, Eccleshall, Staffordshire, ST21 6NX. This is an amended application, previously with no objection.

259/25). Any Other Planning Matters: –
- To provide an update on the work to date with Urban Vision Enterprise (UVE) planning consultancy:
There were no updates to report. It has been reported that the Bellway application for homes off the Stone Road has been submitted but is awaiting validation before it becomes live.
- Stafford Borough Council Strategic Planning and Placemaking response to 25/41016/OUT Campion Close planning application
It was observed that a formal response from the strategic planning department to the Planning officers advising refusal of an application was not a common occurrence and was indicative of the strength of feeling on the application. The strategic department is responsible for development of the Local Plan and as such, is collating new evidence to inform the new Plan. The response was provide to ensure that the most up to date evidence is brought to the attention of the planning officers for use when considering the application. The response notes the lack of secondary school places to support further housing, and it was queried why this was not put forward against the other two applications seen by the council.
It was noted that the document will have weight as it contains professional advice and evidence, and it can be referred to by the Parish Council in its own responses.

262/25). Delegation to the Clerk:
It was resolved to approve delegation to the Clerk, in consultation with the Chairman, to respond to any urgent planning applications that require a response before the next meeting, in line with the temporary delegation policy. It was noted that this would not apply to any large applications which should be considered by full council.

Wednesday 7th January 2026, at Eccleshall Community Centre.
There being no further business, the Chairman declared the meeting closed at 7.50pm.
