A meeting of Eccleshall Parish Council Planning Committee was held on January 7^th 2026, at Eccleshall Community Centre at 7.30pm.

There were no requests to receive, and no declarations of interest were made.

   4/26).  Public Participation

There was no public participation.

   5/26). To approve the minutes of the Planning Committee held on 19^th November 2025

The minutes, which had been previously circulated, were agreed and signed.

   6/26).  Planning Decisions of Stafford Borough Council:

25/40993/HOU– Single storey rear extension and single storey front extension. Low Rising 2 Newport Road Eccleshall. Approved.

25/41469/NDEM -Prior Notification – Demolition of two agricultural buildings. Barn At Wootton Farm Wootton Lane Eccleshall. Prior Approval Not Required.

25/41358/ESS – Screening Opinion – Proposed Outline Application with all matters reserved (except access) for construction of 150 residential dwellings and associated public open space, landscaping, sustainable urban drainage, parking, access roads and associated development. Land North of Shaws Lane Elford Heath. Screening opinion – ES not required.

25/41048/HOU – Replacement outbuilding. Littledean Barn Ankerton Lane Sturbridge. Refused.

25/40282/FUL – Variation of Condition 2 (amendment to approved plans) on Application 21/35138/REM ( Appeal Decision APP/Y3425/W/23/3332072). Eagle Inn Car Park Newport Road Eccleshall. Approved.

25/41030/HOU – Ground floor side extension and first floor dormer. 7 Trinity Road Eccleshall. Approved.

   7/26)   Planning Applications for consideration:-

Cllrs. Jones and Reid abstained from voting on planning applications to avoid any conflict of interests due to duties within Stafford Borough Council.

25/41414/HOU – Proposed extension to existing garage to form two additional bays. Rose Cottage Meadow Lane Mill Meece. It was resolved to object to this application in line with the conclusion of the Conservation Officer, that it would result in disproportionate and harmful change to the character of the garage, likely an old smithy. The harm will outweigh the benefit.

25/41278/FUL – Conversion of redundant agricultural building to single dwelling, including part demolition and extension. Villa Farm Garmelow Lane Elford Heath. There were no objections to this application.

25/41219/FUL – Variation of Condition 3 ( amendment to approved plans ) on application 24/38739/REM. Land West of Raleigh Hall Industrial Estate Sturbridge Lane Eccleshall. There were no objections to this application.

25/41446/HOU – Single storey side extension. Spa House Blackwaters Road Offley Hay Stafford. There were no objections to this application.

25/41312/FUL – Replacement stable block from existing wooden stable block to a portal frame barn. 1 Brockton House Barns, Brockton Road Eccleshall. There were no objections to this application.

There were no further applications for consideration.

   9/26).   Any Other Planning Matters: –

• To provide an update on the work to date with Urban Vision Enterprise (UVE) planning consultancy:

Members of the working group will be discussing a draft response for the Bloor homes application (25/41516/OUT) with the consultant on Friday 9^th Jan, prior to consideration at the planning meeting on the 21^st January.  The council has been granted an extension to the original response deadline.

It was noted that the Borough Council portal has been updated and there is now a clearer timeline on the main application page to show the status of the applications.

• Members noted their disappointment that the upcoming Taylor Wimpey planning application has been assessed against the Environmental Impact Assessment Screening checklist by the Borough Council decision and been deemed that a full environmental screening is not required as part of the submission.

• There will be a public meeting of the Save Eccleshall group at Eccleshall Community Centre on the 22^nd

Authorisation was sought for payment of the following accounts:-

All were in favour, and the accounts will be paid accordingly. Cllrs. Taylor and Reid will process the approvals online.

Wednesday 21^st January 2026, at Eccleshall Community Centre, following a meeting of the Parish Council.

There being no further business, the Chairman declared the meeting closed at 7.50pm.
