A meeting of Eccleshall Parish Council Planning Committee was held on April 15th 2026, at Broughton Parish Room at 8.20pm, following the Parish Council meeting.

Apologies were received from Cllrs. Hall, Wilkins and Ryan-Bloor.

There were no requests to receive, and no declarations of interest were made.
85/26). Public Participation
One member of the public spoke in opposition to application 26/41980/PIP. Concerns included significant adverse impact on an adjacent residential property as well as the associated business. Personal health and wellbeing and animal welfare concerns were raised, and that the scale and positioning of the proposed development would be overbearing on neighbouring properties. The resident noted the lane is unsuitable for further traffic and it would exacerbate existing drainage and flooding issues.
Another member of the public also spoke to object to application 26/41980/PIP. Drainage was a major issue, with no main sewer connection and grey water flow from another property already draining onto adjacent farmland. The development will be adjacent to an existing dairy farm and subject to the noise and smells from the business. The lane is also used as an access route for movement of the dairy herd which regularly prevents vehicular access at certain times of day.

26/41881/NHPD – Single storey rear extension – 3.83m depth, 2.99m max height. 2.99m eaves height. 19 Southwell Estate Eccleshall. Prior Approval Not Required.
88/21210/FUL – Industrial Building Extension And Relocation Of Lorry Parking Area. Raleigh Hall Industrial Estate. None determined.
88/26) Planning Applications for consideration:-
Cllrs. Jones and Reid abstained from voting on planning applications to avoid any conflict of interests due to duties within Stafford Borough Council.
26/41942/FUL – Proposed first floor extension to create additional office space on existing first floor balcony area including reduction of existing kitchen window and demolition of existing pitched roof projecting through balcony area ( in conjunction with 26/41943/LBC). 2 High Street Eccleshall.
There were no objections to this application.
26/41980/PIP – Permission in Principle – Proposed residential development for up to three dwellings. Land At Holly Lodge Old Hall Lane Mill Meece. It was resolved to object to this application in agreement with the comments of Stafford Borough Council, that the proposed development is not associated or in close proximity to a settlement boundary and as such not considered acceptable within the context of Spatial Principle 7 in the Local Plan for Stafford Borough. The Council also notes the neighbour concerns in relation to drainage issues (including evidence of grey water discharge onto neighbouring farm land), loss of neighbour amenity, impact on adjacent businesses, and unsuitable highways access.
Borough Cllr. Jones will call in the application for full committee consideration.
Residents also advised they had not received any neighbour letters from the Borough Council to advise them of the application. This will be followed up by Borough Councillors Jones and Reid.
