A meeting of Eccleshall Parish Council Planning Committee was held on May 6^th 2026, at Eccleshall Community Centre at 7.35pm.

  96/26).  Public Participation

There was no public participation.

  97/26). To approve the minutes of the Planning Committee held on 15^th April 2026

The minutes, which had been previously circulated, were agreed and signed.

  98/26).  Planning Decisions of Stafford Borough Council:

24/39204/FUL –  Demolition of all existing buildings and the erection of two detached buildings (forming 5 separate units) of Class B2 and B8 floorspace with associated parking, servicing space and hard and soft landscaping (including means of enclosure and security lighting). Orbital Gas Systems Yarnfield Road Coldmeece. Approved.

25/41219/FUL – Variation of Condition 3 ( amendment to approved plans ) on application 24/38739/REM. Land West Of Raleigh Hall Industrial Estate Sturbridge Lane Eccleshall. Approved.

25/41086/FUL – Conversion of traditional agricultural barns to create nine dwellings. Broughton Folly Farm Eccleshall Road Broughton. Refused.

26/41793/PIP – Permission in Principle – Demolition of existing dwelling and erection of two dwellings within the existing curtilage. The Bungalow Doley Road Eccleshall. Refused

21/34387/HOU – Proposed carport and store. 3 Butterley Hayes Horsley Road Elford Heath. Application Disposed Of.

  99/26)   Planning Applications for consideration:-

Cllrs. Jones and Reid abstained from voting on planning applications to avoid any conflict of interests with duties within Stafford Borough Council.

26/41849/HOU – Balcony with roof overhang to side of property. Partial cladding to side of property. The Ferns Ginger Lane Croxton. There were no objections to this application.

26/41634/LBC –  Replacement of 4no sash windows with like for like timber glazed sash windows installed into the retained existing sash box frames. 7 Stafford Road Eccleshall. It was resolved to object to this application in line with the comments from the Conservation Officer.

26/41667/FUL – Part retrospective for retention of existing stables and part full application proposed outdoor exercise arena. Hill Top Farm Little Sugnall Lane Little Sugnall. There were no objections to this application.

26/42121/FUL – Proposed change of use from C1 bed and breakfast to C3 dwelling. 3 Stone Road Eccleshall. There were no objections to this application.

There were no further applications for consideration.

  101/26).   Any Other Planning Matters: –

• To provide an update on the work to date with Urban Vision Enterprise (UVE) planning consultancy:

There has been no requirement for further work since the last meeting.

• Addendum submissions to planning responses:

From April 2026 central government has implemented a new directive that requires Local Planning Authorities (Stafford Borough Council) to consult with the Secretary of State when they intend to refuse planning permission for a housing scheme of 150 dwellings or more. Concerns were raised that this will lead to more permissions being granted without due consideration of the unsuitability of the proposals. Cllr. Wilkins has spoken to UVE who agree it would be prudent to submit addendum letters detailing the vital infrastructure requirements should authorities be minded to approve the application. Cllr. Wilkins and the Save Eccleshall group are compiling a list of demands which they will share with the council. It was resolved to consider and approve the content of the addendum letters at the next committee meeting on the 20^th May.

• Stafford Borough Council funding award:

Stafford Borough Council has been allocated an additional £110,000 from central government to aid in the development of the new Local Plan. The funding will help to speed up the evidence gathering stage, to inform the decision-making process in determining suitability of planning proposals.

• Save Eccleshall Walk:

The Community Protest Walk on Saturday 18^th April was very well supported, with over four hundred people in attendance, over 50 dogs, as well as representatives from Gentleshaw Wildlife Centre with some of their birds of prey. The event generated significant publicity from tv and print media, and an excellent video was created and publicised on social media and uploaded to YouTube.

Authorisation was sought for payment of the following accounts:-

All were in favour, and the accounts will be paid accordingly. Cllrs. Reid and Taylor will process the approvals online.

Wednesday May 20^th 2026, at Broughton Parish Room, following a meeting of the Parish Council.
