238/19). Public Participation: – There was one member of the public in attendance who did not wish to speak.
239/19). To confirm the minutes of the Planning Committee meeting held on November 20th, 2019:- The minutes, which had been previously circulated, were agreed and signed.
240/19). Planning decisions of Stafford Borough Council:-
19/31241/HOU- Paint windows frames and door from natural stain to dulux heritage “Green Earth” Eggshell. 8 Small Lane Eccleshall. Approved.
19/31243/HOU – Proposed alterations to form study over garage. 7 Langton Park Eccleshall. Approved.
241/19). Planning Applications for Consideration:-
There were no applications received at the date the agenda was printed.
242/19). Any Further Applications for consideration:-
19/31510/PAR – One proposed dwelling. Barn at Greatwood Farm, Offleybrook Road. There would be no objections to this application if it actually came to the Parish Council as a full planning application. The Parish Council has no comment to make on the feedback from Environmental Health suggesting the dwelling be tied to the main farm.
19/31512/PTEL – The installation of a telegraph pole style telecommunications mast, and ancillary equipment. Telecommunications Mast, Sugnall Road, Sugnall.
19/31521/HOU – Creation of a new driveway, with regrading of bank, removal of hedges and non-native tree to create visibility splays. Replanting of hedges at top of bank/rear of visibility splays and blocking up of existing drive and planting hedge. Laburnham Cottage, Doley Road, Eccleshall.
19/31514/HOU – Two storey rear extension and minor internal works. 9 Church Street, Eccleshall.
The three applications above were only received by the Parish Council on the day of the meeting and as such, there has not been time for due consideration of the applications prior to the meeting. As the deadline for response is the 19th December, it was resolved to delegate the Chair and Clerk to consider and provide a response to Planning.
243/19). Any Other Planning Matters:-
Update on response from Taylor Wimpey regarding balancing pond and play area fencing:
The low fence around the balancing pond has now been installed, as has the fencing to the rear of the Community Centre. However the fencing to the rear of the Community Centre does not fully prevent access to the play area, so the Community Centre are looking into additional measures.
It was noted that there is a problem with dog fouling on the play area – the Clerk will report this to the Borough Council.
The Chairman requested delegated responsibility for responding to any planning applications on behalf of the council, should the deadline for response fall prior to the next planning meeting in January. The committee resolved to approve this course of action.
244/19). The Eagle Sculpture Update:- The Clerk has approached 4 contractors with a view to quoting for a landscaping scheme around the sculpture and is awaiting responses. Cllr. P. Jones will ask Streetscene if they are interested in quoting.

247/19). Accounts for payment:-
Authorisation was sought for payment of the following accounts:-
Eccleshall Rugby Union FC – replacement grant cheque 250.00
Came and Company – Parish Council Insurance policy 1,142.09
Woods Farm – supply of Christmas Trees 1,831.00
Traction – Cherry picker hire for Christmas Tree lights 120.00
Trent Grounds Maintenance – Croxton play area and footpath 13 567.00
AS Electrical Services – installation of Xmas Lights 660.00
All were in favour and the cheques were signed.

There being no further business the Chairman declared the meeting closed at 8.25pm.
