A meeting of Eccleshall Parish Council Planning Committee was held on June 3rd 2026, at Eccleshall Community Centre at 7.30pm.

Apologies were received from Cllrs. Wilkins and Taylor.
The Council also noted the resignation of Cllr. Feneysey due to other commitments and thanked him for his contribution to the Council.

Cllr. Reid noted that he would not participate in item 125/26 in relation to addendum responses to Stafford Borough Council planning.

The minutes, which had been previously circulated, were agreed and signed.
122/26). Planning Decisions of Stafford Borough Council:
26/42179/T5N – TPO 27 1976: Hawthorn – Fell. 35 Redhills Eccleshall. Approval T5N.
26/41747/HOU – Demolish existing outbuilding. Single storey side and rear extension,
proposed bay window and porch. 7 Meadow Close Eccleshall. Approved.
25/41591/FUL – Change of use of land to the side and rear of the property to
residential use and proposed single storey side and rear extension to dwelling and outbuilding. The Cottage Cross Butts. Approved.
123/26) Planning Applications for consideration:-
There were no applications for consideration.
124/26). To consider any further applications:-
Cllrs. Jones and Reid abstained from voting on planning applications to avoid any conflict of interests with duties within Stafford Borough Council.
26/41993/HOU – Alterations to existing detached garage to create office space above. The Hollies Garmelow Lane Elford Heath. In line with this initial response in 2024, it was resolved that there were no objections to this application but to request that a condition be imposed to ensure the space cannot be converted to a separate dwelling in the future.
125/26). Any Other Planning Matters: –
- Urban Vision update and Addendum submissions to planning responses:
Following advice from the planning consultant to consider addendum submissions, councillors were provided with the draft content from the Save Eccleshall addendum responses, which included a list of demands from developers should the applications be approved, as well as the previously compiled list of infrastructure considerations for review.
The three applications for further addendum considerations were:
- 25/41516/OUT (Bloor, north of Stafford Road, ECC06)
- 25/41443/OUT (Bellway, Stone Road, ECC02)
- 25/41542/OUT (Taylor Wimpey, Shaws Lane, ECC14)
Any council requests will only be submitted should it is looking possible that an approval recommendation is possible. The requests discussed were considered in relation to each specific site. Suggestions related to pedestrian footpaths and cycleways, financial allocations to support local groups, speed limit reductions, weight restrictions on certain roads, youth facilities within the parish for older children, car parking, space for church burials/memorial garden, retention of natural flood measures, affordable housing ringfenced to local residents and buffer zones to protect the existing animal sanctuary.
Items will be collated by the Clerk and circulated for any amendments and formal approval at the next meeting.
126/26). Correspondence:-
- Notice has been received of the Stafford Borough Council’s Scoping and Participation Consultation. The consultation is one of the first stages of the Local Plan process and provides an opportunity in these very early stages to provide feedback on issues that are important to the community and to shape the consultation strategy. The consultation will be added to the 17th June Planning agenda for consideration. Information can be found at https://www.staffordbc.gov.uk/new-local-plan-2025-to-2045
