- To consider Stafford Borough Council’s Local Plan Communication and Engagement Strategy Consultation – 2026 and agree/commence a response for submission (deadline 28 July 2026)

ECCLESHALL PARISH COUNCIL – PLANNING COMMITTEE MINUTES
June 17th 2026
A meeting of Eccleshall Parish Council Planning Committee was held on June 17th 2026, at Offley Hay Village Hall at 8.00pm, following the Parish Council meeting.

Apologies were received from Cllrs. Wilkins, Reid, Hall, Dale, Delanchy and Ryan-Bloor.

There were no requests to receive, and no declarations of interest were made.
132/26). Public Participation
There was no public participation.
133/26). To approve the minutes of the Planning Committee held on 3rd June 2026
The minutes, which had been previously circulated, were agreed and signed.
134/26). Planning Decisions of Stafford Borough Council:
26/41849/HOU – Balcony with roof overhang to side of property. Partial cladding to
side of property. The Ferns Ginger Lane Croxton. Approved.
26/42226/TCA – Eccleshall Conservation Area: Field Maple & Olive – Crown reduction
approx 6ft maximum. 7 Gaol Butts Eccleshall. Approval CA.
26/42107/PAGR – Prior Notification – Erection of an agricultural fodder storage building. Walton Farm Stafford Road Walton. Prior Approval Granted.
135/26) Planning Applications for consideration:-
Cllr. Jones abstained from voting on planning applications to avoid any conflict of interests due to duties within Stafford Borough Council.
26/41886/FUL – Erection of agricultural livestock and storage building and relocation of field access. Land At Offleybrook Stafford. Correspondence citing objections from a local resident was received and discussed at length. Members were sympathetic to the concerns but acknowledged that this was not out of keeping with other agricultural buildings/ businesses in the immediate area. There were no objections to this application.
26/42326/HOU – Erection of detached garage in front garden. 16 Newport Road Eccleshall. There were no objections to this application, with the condition to retain the existing parking spaces on the driveway.
136/26). To consider any further applications:-
There were no further applications for consideration.
Cllr. Jones reported that members of Stafford Borough Council’s Planning Committee will be undertaking a site visit in relation to 23/37149/FUL – Ground Mounted Solar Farm, Land east of Horsley Hall, Wincote Lane, ahead of the application being considered at the Borough Council’s committee meeting on the 25th June.
137/26). Any Other Planning Matters: –
Cllr. Jones abstained from voting on any below proposals to avoid any conflict of interests due to duties within Stafford Borough Council.
- To consider and approve the draft documents for infrastructure conditions against applications 25/41516/OUT (Bloor, north of Stafford Road, ECC06), 25/41443/OUT (Bellway, Stone Road, ECC02) and 25/41542/OUT (Taylor Wimpey, Shaws Lane, ECC14):
Members were provided with a draft document listing a number of supplementary infrastructure requirements, for inclusion as conditions in any outline approval, to be used in the situation where Borough Council officers are minded to recommend approval of any of the above applications. The requirements listed were those agreed in the previous planning committee meeting.
Members reviewed the documents and it was resolved to approve the documents with no amendments and for submission to Stafford Borough Council if required.
- To consider Stafford Borough Council’s Local Plan Communication and Engagement Strategy Consultation – 2026 and agree/commence a response for submission (deadline 28 July 2026):
Members were provided with the summary consultation document with links to all relevant consultation information to include the questions being asked. It was agreed that any response would take the opportunity to reiterate:
- The current disproportionate level of proposed development for Eccleshall
- The lack of evidence of housing need specific to the parish
- The detrimental impact to the area
- Past disproportionate allocation of housing to the area in relation to other key service villages listed in the current Local Plan
- The need to allocate housing equally across all Borough areas
It was noted that the recent development representations will contain some of this information and can be used to form part of the response.
It was resolved for members to review the consultation documents and prepare responses and comments for consideration at the next Planning Meeting on the 1st July. A draft response will then be prepared and approved for submission at the meeting on the 15th July.
