July 15th 2026
A meeting of Eccleshall Parish Council Planning Committee was held on July 15th 2026, at Broughton Parish Room at 7.30pm, following the Parish Council meeting.

The minutes, which had been previously circulated, were agreed and signed.
157/26). Planning Decisions of Stafford Borough Council:
25/41278/FUL – Conversion of redundant agricultural building to single dwelling including part demolition and extension. Villa Farm Garmelow Lane Elford Heath. Approved.
25/40570/FUL – Conversion & extension of an existing barn, including change of use to one bed holiday let. Fledgling Farm Old Hall Lane Mill Meece. Approved.
26/41667/FUL – Part retrospective for retention of existing stables and part full application proposed outdoor exercise arena. Hill Top Farm Little Sugnall Lane Little Sugnall. Approved.

160/26). Any Other Planning Matters: –
Cllrs. Jones and Reid abstained from voting on any below proposals to avoid any conflict of interests due to duties within Stafford Borough Council.
- To consider and approve the draft response to Stafford Borough Council’s Local Plan Communication and Engagement Strategy Consultation:
Members reviewed the updated draft response, which responses on the Local Plan Vision for the Borough and the individual consultation themes.
It was resolved to approve submission of the responses as per the draft document.
- Planning Applications Update:
The Clerk and Urban Vision Enterprise undertook an exercise to review the latest documentation on the large-scale speculative planning applications currently under consideration and identified actions for the council to undertake. It was resolved to approve the following actions:
- Write to Severn Trent to confirm the current capacity (foul water and drainage management) for Eccleshall, the number of additional units planned infrastructure upgrades this would support and if works will be undertaken regardless of or dependent on application approvals. The council also notes its support of the Grampian Conditions being proposed.
- Submit an addendum response to 25/41516/OUT (Bloor Homes, 480 dwellings, land to the west of Blurtons Lane) to highlight and support that:
- National Highways confirmation in the representation dated 26th June 2026 that the data used by the applicant to consider the true impact of the development in the main highway network and impact on Junction 15 of the M6 does not appear accurate and underestimates the impacts.
- The recent additional response from the LLFA dated 9th July 2026, strongly supporting the representation which acknowledges the lived experience of our residents with regards to surface water flooding and that the development of a green field site without a sequential test that has known surface water flooding risk is clearly an error.
- Submit an addendum response to 25/41120/OUT (Muller Homes, 71 dwellings, land off the Burgage) to highlight support of the recent Staffordshire County Highways representation dated 17th June 2026, which sets out the reason for refusal related to safe access to the site and vehicular access and movements and to note that with flooding concerns, this should be sufficient to refuse the application.
