192/19). Public Participation: – There were eighteen members of the public present, who spoke regarding their concerns about an appeal that had been lodged against a recent Tree Preservation Order. The TPO has been applied by Stafford Borough Council to cover a number of trees on land to the rear of St.Chads Road adjacent to Overton Manor, and an appeal has been lodged to revoke the TPO. A number of the residents spoke of their concerns at the environmental impact of the loss of trees to the area as well as the implication that the TPO has been challenged due to a future plan by developers to build houses on the land. Council members also spoke in support of these concerns. Residents will be holding a meeting on the 7th October at the Cricket Pavilion to discuss the issue further, ahead of the formal appeals meeting held by the Borough Council on the 14th October (time TBC).

19/30958/HOU – Two storey front, side and rear extension. The Dale Fairoak Bank Fairoak. Approved.
19/30945/COU– Change of use from B1 (offices) to Beauty Salon (sui generis). Sugnall Business Centre, Unit 5 Sugnall Road Sugnall. Approved.
18/29754/FUL – Revised layout to include ten additional plots. Land At Stafford Road Eccleshall. Approved.
19/31055/HOU – Creation of a new access drive and permanent closure of existing access drive. Laburnham Cottage Doley Road Eccleshall. Withdrawn Application.
19/30975/HOU – Demolition of existing garage and utility, proposed two storey side extension, and single storey rear extension. Hilltop Cross Butts Eccleshall. Approved.
195/19). Planning Applications for Consideration:-

196/19). Any Further Applications for consideration:-
19/31210/HOU – Proposed two storey extension to rear, single storey extension to side and porch extension to front together with internal alterations. Oak Villa, 10 Stafford Road, Eccleshall. There were no objections to this application.
19/31201/HOU – Erection of detached double garage. 18 Newport Road, Eccleshall. There were no objections to this application.
19/31206/HOU – Part demolition of existing building and proposed two storey extension together with internal and external alterations. Greenacres Farm Wootton Lane Eccleshall. There were no objections to this application.
197/19). Any Other Planning Matters:-
Appeal to revoke the TPO on trees located on land to the rear of St. Chads Road:- The committee resolved to object to the removal of the Tree Preservation Orders on this land, and will formally submit a letter to the Borough Council Appeals Committee noting its objection due to the environmental impact of removal of the trees. Residents will be provided with a copy of the letter.
Update on response from Taylor Wimpey regarding balancing pond and installation of fencing to the rear of the Community Centre:- To date, the Clerk has not received a response to the Councils letter requesting a risk assessment of the area, or to their request for an installation date for the fencing. Members expressed their frustration at the lack of response and action.
The committee resolved to write a further letter to Taylor Wimpey, requesting a response and action within 30 days, or the matter will be taken up by a solicitor.
198/19). The Eagle Sculpture Update:- Amended plans have now been supplied by Barnett Radcliffe and submitted to the Planning department, along with an amended location plan. The Clerk is awaiting confirmation of acceptance so that the application can be validated and considered.
199/19). New & Proposed Developments:-
It was noted that the recent Parish Forum, Alex Yendole spoke about the ongoing work on the new Local Plan, and the continuing need to provide further housing. Early next year it is expected that Parish Councils will be asked to give their thoughts on a number of ideas put forward by the Borough Council as part of developing the new plan.

The Clerk requested approval for printing of 200 flyers and 15 posters to advertise the new subsidised young persons weekly bus ticket, at a cost of £26. It was resolved to approve the costs.
