5. Planning Applications for consideration:-
19/30696/HOU – Proposed conversion of existing utility room/store/covered way to kitchen and dining room and proposed porch extensions including internal alterations to existing kitchen and alterations to North and West elevations to living room. The Malt Barn, Garmelow Lane, Elford Heath.
19/30725/HOU – Demolition of Dairy store, two single storey side extensions, and one rear second storey extension with balcony, in addition to internal and external alterations. Little Blore Farm, Langot Lane, Fair Oak.

132/19). Public Participation: – There were no members of the public present.
133/19). To confirm the minutes of the Planning Committee meeting held on June 19th, 2019:- The minutes, which had been previously circulated, were agreed and signed.
134/19). Planning decisions of Stafford Borough Council:-
19/30457/TWT – TPO No. 603 of 2016: Tilia sp. (Lime) – Fell. 24 Overton Close Eccleshall. Refused.
135/19). Planning Applications for Consideration:-
19/30696/HOU – Proposed conversion of existing utility room/store/covered way to kitchen and dining room and proposed porch extensions including internal alterations to existing kitchen and alterations to North and West elevations to living room. The Malt Barn, Garmelow Lane, Elford Heath. There were no objections to this application.
19/30725/HOU – Demolition of Dairy store, two single storey side extensions, and one rear second storey extension with balcony, in addition to internal and external alterations. Little Blore Farm, Langot Lane, Fair Oak. There were no objections to this application, with the caveat that Borough Council Planning were able to confirm that the property is not a barn conversion, which may contravene planning policy for allowed extensions.
136/19). Any Further Applications for consideration:-
19/30594/FUL – Replacement dwelling with extension of residential curtilage and retention of temporary caravan. Greatwood Farmhouse, Offleybrook Road, Offleybrook. The committee resolved for the Clerk to request a deadline extension to 18th July to allow for due consideration of the application.
137/19). Any Other Planning Matters:-
Updates regarding the balancing feature on the open space at Overton Manor (Taylor Wimpey). No response has been received from the Borough Council planning department regarding the safety concerns raised by the Parish Council. Cllr. P. Jones has met with the Head of Development at the Borough Council to raise these concerns and is awaiting feedback.
138/19). To provide feedback on the proposed Emergency Services Network (telecoms) base installation at Walk Mill Streetworks, Bishops Offley, Sugnall. The committee resolved to reply to Cllr. Pert that the proposal has been discussed and noted, and further developments are awaited.
139/19). Stafford BC enquiry for information relating to 19/30227/HOU Burley Cottage, to identify if all buildings on the plot were used as dwellinghouses. The committee reviewed the information provided and were unable to provide any further information as to the previous uses of the buildings showing on the plot.
140/19). The Eagle Sculpture Update:- Bovis has advised that letters advising residents of the proposal will be delivered w/c 1st July and any planning application can be submitted after this week. County Cllr. Pert will confirm whether another Road Safety Audit is required prior to submission of the application.

142/19). Correspondence:-
To note resident issue with planting on property at Overton Manor:- a resident has been in discussions over a number of concerns with Taylor Wimpey, which have been conveyed to the Borough Council planning department. The committee noted an issue regarding land boundaries and the planting of laurels which is between the houseowner and Taylor Wimpey. The resident has also complained about an area of land to the side of the house that according to plans should be a designated wildflower meadow, but at present is an area full of weeds. The Planning officers have referred this to Planning Enforcement.
An issue has also been raised about the condition of a piece of land near the property and the public footpath. The resident advises this is overgrown and contains trees (covered by TPO’s) that are noted by the resident to be in a poor condition. The resident has raised their concerns with the Tree Officer at the Borough Council. The committee resolved to follow up the issue with the Tree Officer to request any information regarding the area, and to contact Taylor Wimpey with regards to requesting grounds maintenance work to the area, to include an inspection of the trees to consider any works to improve their condition.
Resident concerns regarding land to the rear of St. Chad’s Road:- It has been brought to the attention of the committee that a Tree Preservation Order has been put in place to cover trees to the rear of St. Chad’s Road. It was noted that this action will ensure that any trees seen as a potential constraint to development are not removed by the landowner prior to any sale. The action by the Borough Council may be in response to a potential planning application that the Council are not aware of, however it was noted that the area is currently outside of the Neighbourhood Plan boundary for permitted development.
