115/19). Any Further Applications for consideration:-
19/30521/HOU – Proposed single storey extension and double garage in addition to previous application 18/29408/HOU two storey rear extension, single storey side extension and orangery which have not been built yet. Laburnham Cottage, Doley Road, Eccleshall. The committee resolved to object to the planning application as the proposed extension exceeds 70% of the original dwelling, in accordance with Policy C5, (C) Extensions or Alterations of The Plan for Stafford Borough. The committee wishes to make specific reference to the excessive size, scale and siting of the proposed garage within the curtilage.
19/30547/HOU – Demolish existing two storey extension and single storey garage and form new two storey rear extension and attached garage. Newton Villa, Pershall Lane, Eccleshall. There were no objections to this application.
19/30618/OHL – Upgrade existing Overhead Line – Street Record, Wincote Lane, Wootton. There were no objections to this application.
19/30617/FUL – New kennel building. Meadowcroft, Old Hall Lane, Mill Meece. There were no objections to this application.
116/19). Any Other Planning Matters:-
Concerns about the balancing feature on the open space at Overton Manor (Taylor Wimpey). Photos were circulated following a resident complaint over safety concerns with the balancing feature located at the corner of the public open space at the front of the development. It consists of a steep drop down to concrete drains, and there are no safety measures in place to prevent access to the area. As children play on the open space, concerns were that children could fall down the vertical drop resulting in serious injury. It was also noted that the drainage pipe sat above the bottom of the balancing pool so standing water would remain in the pool unless it reached a sufficient level to be carried away via the drains. The Clerk contacted Taylor Wimpey who advised the plans did not include any fencing for the area. However, a planting scheme is planned in order to screen the area and at the same time reduce access due to the level and type of planting. A completion date for the planting has not been advised. It was resolved to contact the Borough Council with concerns about the pool in order to request a review against the approved drawings. Cllr. P. Jones would approach the Planning Officer to highlight the concerns of the Parish Council. The Clerk would advise the resident of its actions.
The resident also raised concerns about the condition of a tree behind a property. The tree is covered in ivy and appears to be in poor condition. As the tree is subject to a Tree Preservation Order Cllr. Jones will bring it to the attention of the tree officer at the Borough Council next week to request an inspection.
117/19). The Eagle Sculpture Update:- The Council are awaiting completion of the resident consultation from Bovis before a planning application can be submitted for the revised site location.
118/19). New & Proposed Developments:-
Telford and Wrekin Homes, site office location off the Burgage development:- Cllr. Watson will check if the site portacabin has been moved from the Burgage parking spaces onto the development and advise the Clerk.
Bonfires on land at Claremont Garage:- nearby residents were aware of materials being burnt on site and it was queried whether this was permissible. As there is no approved planning application in place there are no conditions attached to the site, so it may be allowed. Cllr. P. Jones agreed to ask the Planning department.
