41/21). Minutes of the Planning Committee Meeting held on February 17th, 2021:-
The minutes, which had been previously circulated, were agreed and will be signed at the next available opportunity.
42/21). Planning Decisions of Stafford Borough Council:-
There were no planning decisions made since the last meeting.
43/21). Planning Applications for consideration:-
21/33784/HOU – Proposed First Floor extension to existing dwelling, including associated alterations and adaptations. 27 The Crescent, Eccleshall. There were no objections to this application.
21/33777/COU – Change of use of land to dog walking field and associated works. Land Off Green Lane Eccleshall. It was resolved to object to this application on the following grounds:
- Insufficient visibility splay on the access road
- There is no proposal for bound material off the highway
- The access lane road width is insufficient for two vehicles to pass
- Impact on visual amenity with respect to the proposed deer fencing
- The proposal is outside of the settlement boundary set in the Neighbourhood Plan for Eccleshall
- Potential noise pollution to neighbouring properties
- Any increase in hardstanding will add to flooding issues already experienced in the vicinity
- There is no clarity on how waste will be disposed of.

20/33487/HOU – Provision of bifolding doors to dining room and repositioning of main entrance. Green Bank Pershall Lane Eccleshall. There were no objections to this application.

Members were provided with a document from Barlaston Parish Council that highlighted concerns regarding the lack of acknowledgement or reference to Made Neighbourhood Plans within the validation criteria. It was resolved to submit a similar response to Barlaston Parish Council to highlight this area of concern and to request that amendments are made to the validation criteria to include reference to Made Neighbourhood Plans.
It was noted that the SBC Local Plan is under review and that this will undoubtedly affect the current Eccleshall Neighbourhood Plan, which does not reflect the increased development over the last few years. It was agreed that when physical meetings are allowed, it would be beneficial to meet informally to discuss the neighbourhood plan and be aware of what changes may need to be considered when the new Local Plan is in place so that the Council is prepared.
46/21). Correspondence:-
The committee received notice of planning appeal to the Secretary of State with ref to 20/32821/HOU, rear extension and minor internal works in conjunction with 20/32822/LBC. 9 Church Street. It was noted that the Council had no objection to the application when consulted.
