NOTICE IS HEREBY GIVEN that a meeting of Eccleshall Parish Council Planning Committee will be held on Wednesday April 3rd, 2019 at Eccleshall Community Centre at 7.30pm.

19/29884/FUL – Amended Application. Raleigh Hall Industrial Estate Biomass Power Plant Site, Swynnerton Road.
19/30146/FUL – Replacement of the existing gents toilet with two larger corrugated steel construction cabins, incorporating gents/ladies and disabled toilet facilities. Extend and resurface the existing car parking area with a fine road planing’s material. Eccleshall Football Club, Pershall Park, Chester Road.

69/19). Public Participation: – There were no members of the public present.
70/19). To confirm the minutes of the Planning Committee meeting held on March 20th, 2019:- The minutes, which had been previously circulated, were agreed and signed.
71/19). Planning decisions of Stafford Borough Council:-
19/30055/HOU – Double glazed lantern light in existing flat roofed extension. 26 Hartlands Road Eccleshall. Approved.
19/29936/FUL – Retain existing construction access from Stafford Road for 18 months. Land At Stafford Road Eccleshall. Approved.
19/30018/HOU and 19/29855/LBC – Remove two Internal walls and build a stud partition in bedroom, change external doors and windows and build small extension to rear.
12 Stone Road Eccleshall. Approved.
18/29783/FUL – Conversion of an existing double garage and attached swimming pool
into a two bedroom dwelling. Blore Pipe Cottage Langot Lane Fair Oak. Approved.

72/19). Planning Applications for Consideration:-

73/19). Any Further Applications for consideration:-
19/30166/COU – Change of use from ‘Slimming Aids’ shop (Sui Generis) to Nail and Beauty Salon (Sui Generis). 7 Selwyn Court, Castle St. There were no objections to this application.
74/19). Any Other Planning Matters:-
• To consider any feedback regarding the revised Planning Application Validation Criteria consultation. Cllr. Delanchy provided an overview of the consultation document. The document concerns the information planning applicants need to provide to the Borough Council, as opposed to considerations that are taken into account by the Parish Council. The required information is in line with National Policy requirements and both householder and large developments are covered. It was noted that it was a comprehensive document and may be a useful reference for the Parish Council. The committee resolved there were no comments to make on the consultation.
• The Planning Application by Bovis to build a further 10 houses was brought before the Borough Council Planning committee on the 2nd April. Concerns raised included drainage issues and potential overdevelopment of the site, as well as the delays to the opening of the play areas. The committee were unable to approve or reject the application, which has been referred back to Bovis for reconsideration and to address the concerns raised.
74/19). The Eagle Sculpture Update:- The meeting date between senior County Council officials and Cllr. Delanchy has been arranged for the 5th April.
75/19). New & Proposed Developments:-
It was noted that the outline planning application for land off Castle Street has been called in for consideration by the Borough Council planning committee. If the planning officer decides to reject the application, the call in can be cancelled.
76/19). Correspondence:-
Feedback regarding boundary maintenance due to obstructive fencing installed by Taylor Wimpey along an area of footpath 13.:- The site manager at Taylor Wimpey has advised that the fencing has been sited at the request of residents to provide screening from the footpath, and the area between the wooden and wire fence is the residents land. The plan is to allow vegetation to grow to provide natural screening. TW confirmed the land to the far side of the footpath is part of the development.
Queries were raised regarding maintenance and ownership of the footpath and the committee resolved for the Clerk to ask the following questions:
• Regarding footpath 13, can TW clarify ownership of this piece of land – does each householder own the piece of the footpath at the bottom of their land, or does the footpath land lie outside their boundary and is maintainable by Taylor Wimpey?
• Is it known which management company will be looking after the play area and the open spaces, and will this include the footpath if not owned by the residents?
The Clerk had been advised that the play area equipment is currently on order with work hoping to start early May.
Feedback regarding the planning application for the pumping station for the Burgage development:- SBC planning had provided the following responses to our queries:
• Regarding the change in plans to the original application, it was advised that ’this is a separate application to 17/27766/FUL. What has previously been approved must be acknowledged, however any proposed scheme does not have to be in accordance with that approval’.
• Variation in drawing numbers were noted and amended.
• Regarding noise concerns- no noise conditions were required on the initial application when the wet well/pumping station was to be positioned slightly further to the west (17/27766/FUL). As it would be no closer to any existing properties it was not considered reasonable to require any further noise reports.
Query about traffic calming on Cross Butts:- in response to an enquiry about whether traffic calming measures were planned for Cross Butts, the Clerk contacted Cllr. Pert who advised he had not heard of any proposals for traffic calming in that area.
Query regarding Wayleave payments:- the Council had been contacted by Western Power to assist in identifying the owner of a piece of land by Vinegar Hill. Wayleaves are due on the land and Western Power cannot identify who the fee should be paid to. The name they hold on their records is ‘Eccleshall United Charities’. Councillors advised this may now be in the name of The Eccleshall Trust, and to contact the treasurer for further information.
