A meeting of Eccleshall Parish Council Planning Committee was held on October 20th, 2021, at Offley Hay Village Hall, at 8.40pm, following the Parish Council meeting.

150/21). Presentation from Balfour’s Ltd regarding plans for Walk Mill/Offley Hay
Representatives from Balfour’s Ltd shared plans to submit a planning application for the restoration of the Mill & Maltings at Walk Mill, for stabilisation works to the Dam and submission of a planning application for a number of “Enabling Development” building plots within Offley Hay village and in the surrounding area. The proposal is based on the ‘Historic England Enabling Development and Enabling Assets’ guidance, which allows consideration of planning permission in areas that may not usually comply with planning policies, except for the fact that it would secure the future conservation of a heritage asset by using the monies released by the developments to restore the asset. This is ensured by the use of a comprehensive S.106 agreement and a legally enforceable document that ties the funding raised by the developments to the restoration project. In the case of the Mill and Maltings, they will be restored as residential properties. Balfour’s aim to submit the application before Christmas and has offered to run a public open day to answer and questions after the application is live and everyone has had chance to study the proposal. The project is estimated to have a 2 year build time, and with other time factors including the planning application consideration, this may add another 12-18 months to the project timeline.

21/33905/FUL – Extension, internal & external alterations to former police station to provide new office accommodation and storage/ workshop area. Former Police Station Stone Road Eccleshall ST21 6DN. Approved.
21/34797/LBC – Repairs to rear gable wall and purlins to rear building at Crown Surgery, Eccleshall. To repair an unsafe gable wall, due to embedded timberwork decaying, allowing the outer skin of brickwork to rotate and bulge outwards. The timber purlins that bear on this wall are also decayed. These will be strengthened with steelwork to retain as much of the original purlins as possible. The Crown Surgery High Street Eccleshall Stafford ST21 6BW. Approved.
21/34627/NHPD – Rear extension- total length beyond rear of the original dwelling 3.3m, maximum height 2.9m and eaves height 2.9m required. 6 Cherry Tree Close Eccleshall Stafford ST21 6DQ. Consent not required.

Cllr. P. Jones abstained from voting on planning applications to avoid any conflict of interests as a current member of the Borough Council planning committee.

21/34335/HOU – Amended Plan (Proposed extension to garages to form store / gym and proposed extension to sunroom to form breakfast area). Elford House Kerry Lane. (original decision no objection). There were no objections to this application but it was agreed to note that the Council were unclear if the addition is within 70% of original. The Council also notes the drawings state the materials to match existing but there is an unusual roller shutter design with lintel on one elevation of the Gym/Store which we would like to be reviewed to ensure more suitable materials are used.

21/34857/LBC – Amended application (an alteration to the red line boundary of the location plan, to the correct boundary line). 23 Church Street Eccleshall. This does not change any material considerations so it was agreed no further response required and the boundary change was noted.
