December 1st 2021
A meeting of Eccleshall Parish Council Planning Committee was held on December 1st, 2021, at Eccleshall Community Centre, at 7.30 pm.

171/21). Apologies
Apologies were received from Councillor Kean.
172/21). Public Participation
Two members of the public spoke in relation to 21/33821/FUL, Castle Street. One member highlighted concerns regarding access to and from the site. There were safety concerns related to visibility of traffic coming from the right for those turning out of the site. The speedwatch team also verify it is a key area for speeding vehicles. Another resident verified the same concerns and in addition raised the issue of flooding on the property. There are a number of blocked drains in the area that have been reported but not cleared. There is also a slow draining ditch on the property which is currently under scrutiny by the Eccleshall Flood Action Group and is a further area of concern for surface water flooding.

The minutes, which had been previously circulated, were agreed and signed.
174/21). Planning Decisions of Stafford Borough Council:
There were no planning decisions made since the last meeting to report.
175/21) Planning Applications for consideration:-
Cllr. P. Jones abstained from voting on planning applications to avoid any conflict of interests as a current member of the Borough Council planning committee.
21/34859/FUL – Change of use from building used for farming to dwelling. Little Blore Farm Langot Lane Fair Oak. There were no objections to this application.
21/35027/FUL – Refurbishment and extension of existing barn to form single 3 bedroomed residence. Yew Tree Farm House Barn Wootton Lane Eccleshall. It was resolved to object to the application as it is a new dwelling in the countryside and as such, contrary to Policy C4 of the Plan for Stafford Borough. The proposed conversion is larger than the footprint of the original building and has an increased ridge height.
21/35011/HOU – Two storey side extension. 2 Hartlands Road Eccleshall. There were no objections to this application.
21/35010/HOU – Ground floor garden room extension. The Dale Wootton Lane Eccleshall. There were no objections to this application.
21/34770/HOU – Proposed single storey rear extension forming a garden room. 1 Langton Park Eccleshall. There were no objections to this application.
21/33821/FUL – Demolition of existing workshop and erection of 10 no. dwellings with associated parking and access. Workshop Castle Street Eccleshall. It was resolved to object to this application due to a lack of information provided to enable an informed response. The Council requires detailed information to include the proposed highway interface, drainage plans and feedback from the Conservation Officer.
176/21). Any further applications for consideration: –
21/34979/COU – Change of use from retail shop (Use Class E) to Sui Generis (Tattoo Studio). 31 High Street Eccleshall. There were no objections to this application, but any work to the frontage is expected to be in line with requirements of the Conservation Area.

- Correspondence was received and noted from Scottish Power Renewables to advise of an upcoming PIE (Public Information Exhibition) for a proposed solar farm in the Knighton area. No date had yet been confirmed. It is expected this relates to an installation in an adjacent parish and has been provided for information only. Further details are awaited.

It was resolved to approve this course of action.
181/21) Date and venue for next meeting:
Wednesday January 5th 2021 at Eccleshall Community Centre, 7.30pm, pending any changes to current government advice.
There being no further business, the Chairman declared the meeting closed at 8.10pm
