5/21). Planning Applications for consideration:-
20/33399/COU- The Proposed field is currently being used for agricultural purposes (Grazing land). We are applying for change of use to a secure dog walking field with small car parking to accommodate 2 cars. Land Adjacent Highlanes Brockton Road Eccleshall. It was resolved to object to this application for a number of reasons. The application does not contain details of a business plan to support the application, the location map is unclear, there are no access details, no details of how the boundary is to be secured in an area with livestock in adjacent fields, and no provision for maintaining access to footpath 86 with appropriate fencing to protect from dogs who may be using the field off lead.
20/33319/FUL – Extension and alteration of existing building demolition of existing store to form a dwelling. Garden Room, Rear of Blore Cottage, Langot Lane, Fair Oak. It was resolved to object to this application as the proposed extension exceeds 70% of the original dwelling, in accordance with Policy C5, (C) Extensions or Alterations of The Plan for Stafford Borough. It was also noted that in the previous planning application 18/28167/FUL, this permission was granted in part due to ‘no external alterations or extensions proposed to the building. As such the external appearance of the building would remain unaltered and so would not harm the visual amenities of the locality.’ This application will alter the external appearance.
20/33439/FUL – Proposed construct on all weather horse menage at land at Langot Lane. Daddy Barn Farm Langot Lane Fair Oak. There were no objections to this application, but to request that no further development be considered regarding the addition of any covered area, which would disrupt the view of the valley.
20/33242/FUL – Proposed Replacement of existing two bay implement, equipment and hay barn store building with a new three bay implement, equipment and hay barn store building. Land At Jodiwell Church Lane Croxton. It was resolved to object to this application on the grounds that the size, scale and composition of the building is not in keeping with the location. The design is an unsuitable replacement for a hay barn and resembles a new dwelling in the countryside, which would be contrary to Policy C4 of the Plan for Stafford Borough.
6/21). Any further applications for consideration:-
20/32795/PAR – Amended Application. The Ferns Ginger Lane Croxton. It was resolved to continue to abstain from commenting on this application, in line with the original response to application 17/27462/PAR, as the building should not be considered for prior approval.
7/21). Any Other Planning Matters:-
Members noted that it can often be difficult to identify the location of planning application properties, and whether the Clerk could include Ordnance Survey co-ordinates to aid in identification. It was noted that site location information can be found on the planning application form either as a postcode, or a northing and easting reference. It was resolved to ask SBC planning whether the location maps should also contain this information.
8/21). Correspondence:-
Open Space owned by Bovis on Badgers Croft – A resident has written to raise concerns about the open space at Bishops Court, owned by Bovis. It has recently been dug up to replace the drainage system but the land has not been tidied or flattened to allow for mowing when grass become re-established. It was resolved to write to Bovis to request if further works to rectify the area are planned in time for spring reseeding/regrowth and ongoing grounds maintenance.
Receipt of letter from Staffordshire Police regarding sale details for the former Police Post – The committee noted receipt of the letter from Staffordshire Police regarding the financial details of the sale and the purchaser. It was noted that it was unclear what the property could be repurposed for at this stage.
9/21). Accounts for payment:
There were no accounts for payment.
10/21). Date and venue for next meeting:
January 20th, 2020, Via Zoom online meeting, after the Parish Council meeting.
There being no further business, the Chairman declared the meeting closed at 8.25pm.
