A meeting of Eccleshall Parish Council Planning Committee was held on September 28th 2022, at Eccleshall Community Centre at 8.55pm following the Parish Council meeting.

22/36172/LBC/ – Retention of unauthorised increase height of existing stone wall.
22/35596/HOU 47 High Street Eccleshall. Approved.
22/36219/LDCPP – Replace an existing shed 1.8m x 2.5m with a garden office building 2.7m x 3.5m for ease of home working. 22 Perle Brook Eccleshall. Approved.
22/35613/HOU – Proposed Single and Two Storey Rear Extension. Rose Cottage Newport Road Wootton. Approved.

Cllr. P. Jones abstained from voting on planning applications to avoid any conflict of interests as a current member of the Borough Council planning committee.
22/35701/HOU – Proposed demolition of existing outbuilding and new single storey side extension. 8 Small Lane Eccleshall. There were no objections to this application.
22/35670/HOU – Amended application. 16 The Crescent, Eccleshall. There were no objections to this application as long as the following conditions listed by Highways are applied:
- The development hereby permitted shall provide a tarmac strip along the site frontage where the
existing highway grass verge is located for the full width of the approved Vehicle Access Crossing. If the private driveway is to be constructed of any loose material, I will require the area rear of the highway boundary to provide a 1m retaining strip for the full width of the proposed new vehicle access crossing. The retaining strip can be either tarmac, block pavers or bound resin,and shall remain for the lifetime of the development.
- The development hereby permitted shall have no boundary treatments above 600mm high of the adjacent carriageway level for the lifetime of the development.
- The access to remain ungated.
- The development hereby permitted shall provide a roller garage door in order to facilitate sufficient driveway parking and shall remain for the lifetime of the development.

147/22). Any Other Planning Matters: –
Members noted the release into the public domain of the Stafford Borough Council Preferred Options documentation that will form the new Local Plan proposal. This is due for consideration by a Borough Council Scrutiny Committee prior to its release for public consultation in October. Key points noted included:
- The proposal for Meecebrook Garden Community, located across the parishes of Eccleshall and Chebsey
- The introduction of a proposed settlement boundary in Croxton, (with no areas marked for further development).
- Retention of the current settlement boundary in Eccleshall.
- Proposed housing allocation mainly in Meecebrook, Stafford, Stone, Gnosall and Woodseaves.
The opportunity for full consideration of the proposal and response will be provided once the public consultation is live. Members noted that although the Eccleshall settlement boundary is unchanged and was the main focus of the original Neighbourhood Plan, it is important to consider what changes may need to be made to incorporate proposals in other areas of the parish and whether these may need to be separate plans. Professional advice may help to understand how best to proceed. It was noted that funding is available to support creation and amendments to Neighbourhood Plans but it may be prudent to also allocate additional funds within next years budget.
Members noted councillor feedback from attendance at the Wincote Solar Farm consultation on 12th September (see Clerks report for information). The committee has yet to see the formal planning application to make any comments. Some local objections are expected, but it was also noted that there is a need to ensure provision of alternative energy sources.
