A meeting of Eccleshall Parish Council Planning Committee was held on August 17th, 2022, at Eccleshall Community Centre at 7.40pm following a meeting of the Footpaths Committee.

122/22). Planning Decisions of Stafford Borough Council:
22/36159/TWT – TPO 113 1983 (G1): Ash – Reduce or remove new growth in whole crown back to previous reduction points (approx 3-5m across all points) and thin vertical growth on lowest northern lateral branch by up to 20% leaf volume. High Ash Gaol Butts Eccleshall. Approved.

123/22) Planning Applications for consideration:-
Cllr. P. Jones abstained from voting on planning applications to avoid any conflict of interests as a current member of the Borough Council planning committee.
22/36080/FUL – Proposed agricultural building to house and feed calves – Phase 1. Holding 7 Rue Barn Cash Lane Garmelow. There were no objections to this application.
22/36081/FUL – Proposed agricultural building to house and feed calves – Phase 2. Holding 7 Rue Barn Cash Lane Garmelow. There were no objections to this application.

124/22). To consider any further applications:-
22/35824/FUL – Relocation of existing “stopped up” gated access to field off B5026. Relocation of hedge in order to improve visibility of access. Bank Farm Back Lane Croxton. It was resolved to object to this application due to concerns over removal of mature hedgerow adjacent to agricultural land in line with gov.uk protected hedgerow guidance: (https://www.gov.uk/guidance/countryside-hedgerows-regulation-and-management). It is also requested that Highways ensure the proposed access is suitable for the location in proximity to two bends that reduce visibility.
125/22). Any Other Planning Matters: –
There were no updates on the SBC Local Plan review. It was noted that if the Borough Council are planning a public consultation, it would be beneficial to choose a councillor to represent the Council at the event.
126/22). Correspondence: –
To consider and provide any response to a pre-planning application letter and plans regarding further development at HMP Drake Hall.
The proposal will expand the current facility with the addition of 3 proposed closed houseblocks, housing 26 women each, and one open estate houseblock outside of the secure boundary for 25 women. The site boundary remains unchanged. The closed blocks are planned in an area which is at present allocated as the farms and gardens area.
The applicant/consulting firm are happy to discuss the proposal and to arrange a suitable opportunity for public consultation. The following actions were agreed:
- The Clerk to raise concerns of the Council with regards to the loss of the farms/gardens space which is seen as a valuable resource that provides opportunities for the women to undertake gardening and engage with nature. Will alternative spaces be provided?
- To request a public consultation for the community and help with arranging a suitable date, booking a room at the community centre and advertising the event.
