22/35728/REM – Amended application in relation to: approval of the following matters reserved at outline consent on application 19/31613/OUT : layout, scale, appearance and landscaping. Land East Of Castle Street.
22/36791/FUL – Construction of three new closed houseblocks and one new open houseblock; demolition works; internal fence alterations; PV panels; extensions to carparks; one new Offender Management Unit; and relocation of the Farms and Gardens compound and ancillary development. HMYOI Drake Hall Swynnerton Road Sturbridge.
22/35745/FUL – Conversion of traditional farm buildings into Wedding Venue. Associated parking and access previously approved under 04/01917/COU. Home Farm Sugnall Road Sugnall.

A meeting of Eccleshall Parish Council Planning Committee was held on January 4th, 2023, at Eccleshall Community Centre at 7.30pm

4/23). To approve the minutes of the Planning Committee held on 7th December 2022:

5/23). Planning Decisions of Stafford Borough Council:
21/34384/HOU – Demolishment of existing stable block and rebuild with the same footprint. Extension to include an open plan Kitchen/ Dining and Snug. Pear Tree Farm Podmore Chatcull. Approved.
22/35801/FUL – Proposed 50 Seat Stand. Pershall Park Chester Road Eccleshall. Approved.
22/36675/TWT – TPO 47 1976: Poplar – Reduced in east and south eastern crown by up to 5m from selected lateral branches. Review upright growth over garden and possibly reduce by up to 2m orientated towards house.Tall Trees 18 Stafford Road. Approved.
22/36560/TWT – TPO 199 1998 & Eccleshall Conservation Area: Beech (T1) – Crown thin northern crown up to 15% to reduce weight on lever arm of large northern branch and thin through drop-crotching back to lateral branching exceeding diameter of 50mm, i.e. wound sites are not to exceed 50mm. Target prune tear out branch stub to just above the branch collar. 46 High Street Eccleshall. Approved.
22/36550/TCA – Eccleshall Conservation Area: Removal of 3 x trees (Yew, Box Elder & Laurel). The Grey House 76 High Street Eccleshall. Approved.
6/23) Planning Applications for consideration:-
Cllr. P. Jones abstained from voting on planning applications to avoid any conflict of interests as a current member of the Borough Council planning committee.
22/35728/REM – Amended application in relation to: approval of the following matters reserved at outline consent on application 19/31613/OUT : layout, scale, appearance and landscaping. Land East Of Castle Street. There were no objections to this application but it was resolved to reiterate the original comments regarding the provision of EV charging points and continuing to explore connectivity option to provide a pedestrian route into the town centre. In addition, the point will be made to note the reassurances from the County Council that the development will not exacerbate the current flooding issues in Castle Street and have no adverse effect on current drainage infrastructure.

There were no objections to this application, subject to a robust assessment of noise implications and consideration of appropriate mitigation such as time restrictions and maximum allowed decibel levels.

8/23). Any Other Planning Matters: –
- The Clerk recently attended a Neighbourhood Plan presentation where is was mentioned that Locality funding for Neighbourhood Plans may be ending but flagged up an opportunity to apply for a ‘health review’ of the current Neighbourhood Plan. It is unclear from the website whether this applies to completed NP’s or only draft versions. The Clerk will make further enquiries and if eligible, it was resolved that an application will be made for a health check review of the Eccleshall NP.
9/23). Correspondence:-
There was no correspondence to receive.
Approval was sought to write a formal letter of complaint to the County Council (cc. Cllr. J. Pert) regarding the poor quality of pre-patching work undertaken along High Street in December. The standard of work is of unacceptable quality and is already coming out. It was resolved to approve this course of action and to request the work is redone at the earliest opportunity.
