NOTICE IS HEREBY GIVEN that a meeting of Eccleshall Parish Council Planning Committee will be held on Wednesday Dec 7th, 2022 at 7.30pm, at Eccleshall Community Centre.

22/36653/FUL & 22/36652/LBC – Internal alterations to form new fire escape stair from the first floor tenants accommodation; to create an additional ladies WC; to improve flow; and to create an external servery; proposed erection of new roof canopy to side and rear elevations within existing beer garden. Proposed window and door alterations and additions; including associated works.

22/36696/HOU – Alterations and extensions to an existing cottage. The Croft Pershall Lane Eccleshall.

December 7th 2022
A meeting of Eccleshall Parish Council Planning Committee was held on December 7th, 2022, at Eccleshall Community Centre at 7.30pm

Apologies were received from Councillors P. Jones, J. Jones, Kean, G. Dale, L. Dale, Perren and Mifflin.
183/22). Public Participation
The member of the public spoke to note his opposition to the Meecebrook proposal and the detrimental effect it will have on Eccleshall. The proposal forms part of the current Local Plan Preferred Options document that is currently undergoing consultation.
184/22). To approve the minutes of the Planning Committee held on 16th November 2022:
The minutes, which had been previously circulated, were agreed and signed.
185/22). Planning Decisions of Stafford Borough Council:
22/35485/HOU – The proposal consists of a single storey rear extension and a front elevation facelift to unify the building from all of the previous uncomplimentary extensions. The proposal aims to create a modern family home with open plan living. Low Rising 2 Newport Road Eccleshall. Approved.
22/35777/FUL/ 22/36149/LBC – Change of use from hairdressers (Class E) to an Educational Hub (Class F1) and associated alterations. The Old Fire Station 37 High Street Eccleshall. Approved.

22/36810/HOU – Proposed demolition of single storey side extension and replacement with new single storey side extension. Storehouse Doley Road Eccleshall. There were no objections to this application.
22/36813/FUL – Removal of condition 6 (use of menage) on 17/26568/COU. Corner Farm Green Lane Sugnall. There were no objections to this application.
22/36817/HOU – Erection of a detached garage. Blest Barn Hough Lane Pershall. It was resolved to object to this application in line with National Planning Policy Framework relating to restrictions on extensions to barn conversions.
22/36235/HOU – Rear extension forming larger bedroom and bathroom. The Bungalow Meadow Lane Mill Meece. There were no objections to this application.
22/35914/HOU – Alterations to rear wall, demolition of existing garage, revised fencing to east elevation and revised vehicular access. 25 Redhills Eccleshall. There were no objections to this application, subject to:
- Appropriate plans for reinstatement of the boundary wall between 25 and 27.
- County Council Highways approval for necessary highways work relating to new dropped kerb and impact on current pedestrian dropped kerb, and reinstatement of current dropped kerb.
188/22). Any Other Planning Matters: –
Consideration of the draft response to the Local Plan Preferred Options consultation, written by the Local Plan consultation working party:
Members discussed the draft document which raised a number of questions relating to the draft policies within the Local Plan, in addition to serious concerns relating to the proposed Meecebrook development. A number of concerns were raised, relating to the feasibility of the proposal, unrealistic timescales, lack of supporting evidence and its impact on surrounding parishes and infrastructure. The group had worked with representatives of neighbouring Chebsey and Yarnfield and Cold Meece Parish Councils in order to share information and expertise.
It was resolved to approve:
- Submission of the document with appropriate minor amendments and formatting to produce a final version, to be undertaken by the Clerk in consultation with Cllr. Reid
- To publish the document on the website and publicise via Facebook to enable residents to access the response easily.
The Chair thanked all involved for their hard work in producing the response.
