August 16th 2023
A meeting of Eccleshall Parish Council Planning Committee was held on August 16th, 2023, at Eccleshall Community Centre at 7.30pm

Apologies were received from Councillors Hall, L. Dale, G. Dale, Kean and Jones.
152/23). Public Participation
A member of the public enquired if there had been any updates to the recent development proposals which included Meecebrook and development opportunities in land surrounding Eccleshall, raised by various parties during the Local Plan review. It was advised that there has been no further progression with the Borough Council’s Local Plan or commencement of any reports into traffic.
153/23). To approve the minutes of the Planning Committee held on 19th July 2023:
The minutes, which had been previously circulated, were agreed and signed.
15423). Planning Decisions of Stafford Borough Council:
23/37624/HOU- Erection of a single-storey rear extension. 8 Badgers Croft Eccleshall. Approved.
23/36974/HOU – Erection of detached oak framed single garage with log store to side of
existing dwelling. Emmat House Cross Butts Eccleshall. Approved.
23/37507/COU – Retrospective Change of Use from Class B2 (Workshop) to Class E (gym). Unit 14B Raleigh Hall Industrial Estate Swynnerton Road Sturbridge. Approved.
21/35138/REM – Residential development for up to 2 dwellings appearance, landscaping, layout, scale the outline was not an EIA. Former Eagle Inn Car Park Newport Road Eccleshall. Refused.

158/23). Correspondence:-
- The Council had received correspondence in relation to resident concerns over a planning appeal at Baldwins Gate which has resulted in permission being granted for up to 200 dwellings on agricultural land which is situated outside of the settlement boundary identified in the neighbourhood plan for that area. Members expressed concern that permission was granted for the development. The appeal decision document gave reasons that included:
- The current neighbourhood plan was over 2 years old (paragraph 40) and therefore does not meet the criteria in paragraph 14 of the National Planning Policy Framework which states the adverse impact of the development would outweigh the benefits for reasons that include:
- the neighbourhood plan became part of the development plan two years or less before the date on which the decision is made;
- the neighbourhood plan contains policies and allocations to meet its identified housing requirement;
- Newcastle-under-Lyme Borough Council is currently unable to demonstrate a 5 year housing land supply resulting in a decision made in favour of sustainable development.
- The current neighbourhood plan was over 2 years old (paragraph 40) and therefore does not meet the criteria in paragraph 14 of the National Planning Policy Framework which states the adverse impact of the development would outweigh the benefits for reasons that include:
Due to concerns over the reasons highlighted, it was resolved to write to Stafford Borough Council to bring this to its attention and to ask for a response to confirm that its revised planning strategy ensures there will be sufficient housing land supply, in sustainable and appropriate locations, that will avoid a similar situation within Stafford Borough.
