ECCLESHALL PARISH COUNCIL – PLANNING COMMITTEE MINUTES
January 17th 2024
A meeting of Eccleshall Parish Council Planning Committee was held on January 17th 2024, at Eccleshall Parish Council at 8.55pm following the Parish Council meeting.

17/24). To approve the minutes of the Planning Committee held on 3rd January 2024:
The minutes, which had been previously circulated, were agreed and signed.
18/24). Planning Decisions of Stafford Borough Council:
23/38483/NOTH – The replacement and minor repositioning of an existing low voltage
overhead single service line to Eccleshall Castle. The poles will be installed by Auger and the height of the line will not be changed. The landowner has been consulted and has approved the works. Eccleshall Castle Castle Street Eccleshall. Permitted Development.
23/37916/FUL – Retention of approved ancillary residential building and its change of use as an independent residential unit, provision of independent car parking for Manor House Farm. Manor House Farm Meadow Lane Mill Meece. Approved.
22/35983/NOTH – Replace 335m of existing open wire conductor with bunched conductor also 10x associated poles. Elford Heath Stafford. Permitted Development.
21/33852/NOTH – Erect new freestanding H structure pole mounted transformer. Land East Of Walk Mill House Doley Road Eccleshall. Permitted Development.

23/38460/HOU – proposed extension to the entrance porch and garage, new single storey study
and pitched tiled roof to the existing flat roof. 17 Linacre Road Eccleshall. There were no objections to this application.
21/24). Any Other Planning Matters: –
It was resolved to pass a resolution in accordance with Public Bodies (Admission to Meetings) Act 1960 s.1 to exclude the public and press for discussion of confidential matters relating to the Stafford Borough Council Local Plan draft, for reasons of commercial sensitivity.
Feedback from review Local Plan preferred options:
Members undertook a detailed review of the Local Plan Preferred Options in order to share feedback with Stafford Borough Council regarding the suitability of the included development proposals, should Meecebrook not form part of the final Local Plan and there is a requirement for Eccleshall to accommodate further housing. The key considerations were that any proposal would need to be sustainable and achievable – which included consideration of factors such as opportunities for improved infrastructure (highways and services), those least likely to add to flooding issues and that overall would be the least disruptive. With reference to the confidential document summarising the site options, it was resolved that options B and G best meet this criteria. None of the other options were suitable. It was also noted that Slindon and Croxton remain areas where limited growth is feasible.
It was resolved for the Clerk to arrange a meeting with Borough Council representatives to feed back this information. Cllrs. Delanchy, Langford, Gosling, Hill and Wilkins volunteered to attend, and Cllr. Reid will be involved in a Borough Councillor capacity.
