January 3rd 2024
A meeting of Eccleshall Parish Council Planning Committee was held on January 3rd 2024, at Eccleshall Parish Council at 7.40pm.

The minutes, which had been previously circulated, were agreed and signed.
6/24). Planning Decisions of Stafford Borough Council:
23/37369/FUL- Proposed replacement stables and store building. The Bungalow Stafford Road Walton. Approved.
22/35982/NOTH – Construct new 11kv pole mounted transformer, 2 wooden poles and associated equipment. Fletchers Garden Centre Stone Road Eccleshall. Permitted Development.
21/34354/OHL – Upgrade existing overhead line from single phase to three phase, no additional pole supports will be required. Street Record Windsend Lane Garmelow. None determined.
21/33971/FUL – Retrospective application for the retention of lambing shed/agricultural storage buildings constructed to replace derelict farm buildings. Villa Farm Well Lane High Offley. Withdrawn Application.
23/36990/HOU – Erection of single storey side extension to connect existing dwelling with existing outbuildings inc. partial demolition of existing dwelling, external alterations to facilitate full renovation of dwelling, associated landscaping to external areas, formation of new access to south boundary of application site. 23/38286/HOU – Insulating existing outbuildings into habitable space including office, WC and utility room and single storey extension to connect outbuildings to main house. 11 Walton Hall Stafford Road Walton Eccleshall. There were no objections to this application.
23/38195/FUL – Additional ground mounted solar panels. Aspley House Farm Aspley Lane Slindon. There were no objections to this application.
23/38366/HOU – First Floor extension and balcony and replacement of existing conservatory – Including internal alterations. The Cottage Fair Oak Green Fair Oak. There were no objections to this application but agreed to highlight the resident concern that the extension could be a separate, but attached, dwelling.
23/37594/FUL – Amended application – Planning application for the demolition of existing dilapidated buildings and the erection of a single dwelling. 35A High Street Eccleshall. It was resolved to object to this application as the amendment has resulted in the removal of all allocated car parking spaces and there are no suitable turning arrangements incorporated within the design. The committee also noted its support of the conservation officers comment regarding the flat roof design.
23/37871/FUL – Conversion of existing outbuilding to a single dwelling. Land Adj. Johnson Lodge Glebe Close Eccleshall. There were no objections to this application.

9/24). Any Other Planning Matters: –
The council has been asked to discuss the Stafford Borough Council Local Plan preferred options and associated documentation in order to meet with Borough Council representatives and discuss concerns, options, opportunities and address any questions raised.
The members were asked to consider two scenarios:
1 – if Meecebrook remained part of the plan, what supporting infrastructure would be needed.
2 – if Meecebrook was removed from the plan, what alternative options for development would the council be supportive of, looking at the proposals put forward by developers for various land parcels around Eccleshall town, and what associated infrastructure would be needed by the community to make this feasible. The proposals submitted included land in the following areas:
Shaws Lane (south and north sites), Blurtons Lane/Stone Road (2 proposals), Castle St, land south of Cross Butts and land behind the Burgage.
The committee agreed that as Meecebrook had previously been considered and the response had already been submitted in opposition, the focus will be on option 2 – scrutinising the potential development proposals, determining what was ‘least worst’ and the required additional infrastructure to support the community. It was noted that a refusal to consider any development could result in housing being agreed without the opportunity to shape the proposals to work best with the community.
As this would involve quite a detailed examination of the various proposals, it was agreed to set up a separate session to discuss each proposal in detail and provide a response for the full committee to consider. The agreed response can then be shared with Borough Council representatives.
