February 7th 2024
A meeting of Eccleshall Parish Council Planning Committee was held on February 7th 2024, at Eccleshall Parish Council at 7.30pm.

There were no requests to receive, and no declarations of interest were made.
27/24). Public Participation
A member of the public spoke regarding concerns with the recently approved retrospective planning application 23/37150/FUL at Walton Bank Eccleshall. The concerns included:
- The approved application did not include an extension built onto one of the existing buildings.
- The approval included the condition to remove two on site shipping containers, which are still in situ.
- There is a requirement to submit a noise management plan before a deadline of 19th The resident would like to be assured that this will be followed up by the Borough Council, who it will be submitted to and how it will be monitored.

23/37316/LDC – Lawful Development Certificate Existing – Confirmation of the commencement of works for application 04/01917/COU. Home Farm Sugnall Road Sugnall. Refused.
23/37199/NDEM – Prior Approval – Demolition of building part of the operational estate within the confines of the secure fence line of the prison and is used as a storage space. Hmyoi Drake Hall Swynnerton Road Sturbridge. None Determined (permitted development).
23/38460/HOU – Proposed extension to the entrance porch, single storey side extension and pitched tiled roof to the existing flat roof. 17 Linacre Road Eccleshall. Approved.
22/36791/FUL – Construction of three new closed houseblocks and one new open houseblock; demolition works; internal fence alterations; PV panels; extensions to carparks; one new Offender Management Unit; and relocation of the Farms and Gardens compound and ancillary development. Hmyoi Drake Hall Swynnerton Road Sturbridge. Approved.
30/24) Planning Applications for consideration:-
23/38450/HOU – Proposed single storey rear house extension. 11 Spring Hollow Eccleshall. There were no objections to this application.
24/38611/PAR – Prior Approval – Change of use from agricultural building to dwelling. Cutleythorn Lodge Main Road Croxton. It was resolved to object to this application in support of the comments submitted by Highways. The council noted it would positively consider a revised application that included the changes requested to the access.
23/38424/FUL – Proposed Extension to Existing Garden centre building to accommodate toilets and summer room. Fletchers Garden Centre Stone Road Eccleshall. There were no objections to this application.
31/24). To consider any further applications:-
There were no additional applications for consideration.
32/24). Any Other Planning Matters: –
Representatives as listed in the minutes of 17th January will meet with SBC representatives at 6pm on Weds 6th March 2024.
33/24). Correspondence:-
- Members considered the concerns about the scope of Walton Bank planning application, which were raised in the public participation section of the meeting. The recent approval included site plans that did not include the extension as highlighted by the resident, and that the Borough officer specifically notes that the application is compliant with policy E2 part (d), which refers to the building being structurally sound and capable of conversion without the need for extension or significant alteration or rebuilding. The addition of an extension is therefore not compliant as stated in the report.
It was resolved to write to Stafford Borough Council planning department to request:
- Follow up action to ensure removal of the shipping containers.
- To advise of the extension not included in the application and request action for a retrospective planning application to be submitted or the extension to be removed.
- Note the requirement for submission of a Noise Management Plan, highlight the need for this to be chased if necessary and to ensure that the plan includes a process for local residents to monitor the noise levels and submit evidenced based reports if there are any issues.
