A meeting of Eccleshall Parish Council Planning Committee was held on April 3rd 2024, at Eccleshall Parish Council at 7.35pm.

24/38703/HOU – Retention of open sided porch to the main entrance door of the home.

21/34445/HOU- The proposed works include adding a front porch and rear two storey
extension in order to increase the living spaces of the property and also allow for an upstairs bathroom. Thatch Cottage Eccleshall Road Sugnall. Application Withdrawn.
23/38475/HOU – The erection of a two-storey side extension, single-storey glazed link extension and associated remodelling works to the existing property at The Mount. The Mount Aspley Lane Slindon. Approved.

23/38540/LDC – Lawful Development Certificate Existing – Application for a certificate of lawful development in respect of the construction and substantial completion of two barns more than four years ago. Villa Farm Well Lane High Offley. Approved.
75/24) Planning Applications for consideration:-
Cllrs. Reid and Jones abstained from voting on planning applications to avoid any conflict of interests due to duties within Stafford Borough Council.

It was resolved to continue to strongly object to the application with the same objections as previously, as follows:
- The proposal does not form part of development planning within the current or new draft Local Plan for Stafford Borough and is outside of any settlement boundary.
- As such, they are new dwellings in the countryside and contrary to Policy C4 of the Plan for Stafford Borough.
- The proposal is not a sustainable site in terms of transport options and other required infrastructure.
- The insistence that this has a valuable heritage significance is disputed and the conversion of the buildings will not give any indication of the previous use, they will just be modern conversions.
- The adverse impact of the developments would greatly outweigh the benefits.
- The impact to the rural road network for multiple developments would be too great to sustain.
- Walk Mill is a conservation area and within the SSSI consultation zone of Cop Mere.
In addition, Borough Councillor Jones was requested to call in the application for scrutiny by the Borough Planning Committee.

These applications were considered together, as they related to the erection of 4 identical buildings in the same location. Concerns were raised in relation to this application as unlike previous applications for buildings on this site, the applicant had provided numbers for the livestock on site, which were considerable.
It was resolved to object to this application on the following grounds:
- The lack of a Traffic Management plan meant that that Council was unable to accurately assess the impact on the local highways network and therefore support the application.
- The new information on the volume of livestock associated with the business raises environmental concerns in relation to the noise, waste management and smell that will impact on local residents.
