ECCLESHALL PARISH COUNCIL – PLANNING COMMITTEE MINUTES
May 15th 2024
A meeting of Eccleshall Parish Council Planning Committee was held on May 15th 2024, at Eccleshall Community Centre at 8.35pm following the Parish Council meeting.
104/24). Present were: –

105/23). To elect a Chairman and Vice Chairman:
Councillor Perren took the Chair and requested nominations for Chairman of the Planning
Committee. Councillor Delanchy was re-elected for the ensuing year.
In the absence of the Chairman, Councillor Perren took the chair and requested nominations for Vice-Chairman of the Committee. Councillor Stuart Perren was nominated and duly re-elected.
106/24). Apologies
Apologies were received from Councillors Ryan-Bloor, Kean, Delanchy, Feneysey and Reid.
107/24). Declarations of Interest and Councillor requests for dispensation relating to items on the agenda:
There were no requests to receive, and no declarations of interest were made.
108/24). Public Participation
A member of the public spoke in opposition to application 24/39044/FUL. Members were advised that the noise levels from the business were considerable and detrimental to nearby residents. There have been no changes in circumstances to justify the removal of the condition and they have also advised that the condition in place is not being adhered to, evidence of which has been submitted to Stafford Borough Council.
109/24). To approve the minutes of the Planning Committee held on 1st May 2024:
The minutes, which had been previously circulated, were agreed and signed.
110/24). Planning Decisions of Stafford Borough Council:
24/38663/FUL to 24/38666/24 (4 applications) – General purpose agricultural building for the storage of fodder, bedding and implements – Phases 1 to 4. Holding 7 Rue Barn Cash Lane Garmelow. Approved.
111/24). Planning Applications for consideration:-
Cllr. Jones abstained from voting on planning applications to avoid any conflict of interests due to duties within Stafford Borough Council.
23/37594/FUL – Amended application – Planning application for the demolition of existing dilapidated buildings and the erection of a single dwelling. 35A High Street Eccleshall.
It was resolved to continue to object to this application on the same grounds that the car parking allocation has been removed, which is considered essential in the centre of Eccleshall where there is a shortage of parking.
112/24). To consider any further applications:-
24/39062/HOU – Two storey side extensions and front single storey extension to garage with internal alterations. Spinneys Church Street Eccleshall. There were no objections to this application.
24/39044/FUL – Removal of condition 5 ( Noise Impact Assessment ) on application 23/37150/FUL. Walton Bank Stafford Road Walton Eccleshall. It was resolved to strongly object to this application. There is no evidence provided that supports this course of action. The council is also aware that residents have submitted evidence that not only is the noise still a significant problem but that the condition is being breached.
It was resolved for Cllr. Jones to call in the application for consideration by the Borough Council planning committee.
