ECCLESHALL PARISH COUNCIL – POLICY AND RESOURCES COMMITTEE – Wednesday, December 4th 2024
DRAFT
A meeting of the Policy and Resources Committee was held on Wednesday, 4th December 2024, following the Enhancements committee meeting, at 8.40pm.
Present were:-

1). Apologies:-
Apologies were received from Councillors Perren and Feneysey.
2). Minutes of the meeting held on Wednesday September 4th 2024:-
The minutes, which had previously been noted by the Council, were agreed and signed.
3). Budget update 2024/25:-
Prior to the meeting, the Clerk circulated an updated report detailing balances and expenditure to date against the budget.
This report was considered and accepted by members.
4). Consideration and recommendation for the budget and associated precept 2025/26:
Members were provided with a draft budget and a document detailing options with regards to the precept and how it would affect the Council’s financial position. The budget included reductions in some areas of expenditure to reflect this years spending but also factored in a number of potential inflationary increases to ongoing service costs and planned activities. The draft budget presented was £129,451, compared to last years budget of £128,258.
Members discussed the precept options to ensure the requirements of the council will be met whilst balancing the impact on residents.
Based on the proposed budget, it was resolved to recommend a precept of £84,200 be levied for 2025/26. This is a slight increase of 1.1% in income. Due to a small decrease in the tax base (number of taxable households) the net increase to residents will be 2%, equivalent to 6p a month for a Band D household.
5). Consideration of Grant Requests:
- Croxton Well Dressing: It was resolved to recommend awarding a grant of £450 to support the 2025 well dressing event.

7). Date of next meeting:-
Wednesday 5th March 2025, following the planning committee meeting.
There being no further business, the Chairman declared the meeting closed at 8.50pm.
