ECCLESHALL PARISH COUNCIL – TRAFFIC MANAGEMENT COMMITTEE – Wednesday, October 4^th 2023

A meeting of the Traffic Management Committee was held on Wednesday, October 4^th at Eccleshall Community Centre at 7.00 pm, preceding a meeting of the Planning Committee.

1).   Apologies:-

Apologies were received from Cllr. Ryan-Bloor.

2).   Minutes of the meeting held on Wednesday, April 5th, 2023:-

The minutes, which had previously been noted by the Council were agreed and signed.

3).   Speed Indication Devices: –

Update on Croxton SID Installation:

The Clerk is awaiting approval of the s.50 licence application which is with Staffordshire County Council. Once received, the fixtures and solar panel can be ordered and Amey given approval to install the post.

To receive updated speed data from the SID devices:

Cllr. Reid provided updated reports on the data obtained from the devices since April. The report showed similar patterns to the previous data, with an overall majority of vehicles adhering to the speed limits, which is a positive outcome. Trends noted included:

• Stone Road showed the lowest volume of speeding.
• Chester Road was one of the highest areas, followed by Croxton.

It was agreed to include a summary article in the winter newsletter and to circulate a copy of the report to the Speed watch group, Staffordshire Safer Roads Partnership, and publish on the Council’s website.

4).   Parking:-

Update from the Parking Working Group:

Parking surveys have been distributed amongst local businesses and made available online via social media to capture those who have not completed a paper survey or were unable to park at all. A sample of a result report was circulated to members, but more data is needed for it to present an accurate picture.500 additional surveys will be printed, so there may be up to 1000 paper responses to input. It was noted that events such as funerals may impact the results on specific dates.

To receive details on the civil parking enforcement activity undertaken by the County Council over the last year from Aug 22-Aug 23

The report provided from County Cllr. Pert showed that 29 visits were made to the High Street, with two PCNs (penalty charge notices) issued. There was also a note that in 2019, 147 visits were recorded but no PCN’s were issued. Members are aware that some traders do park their cars on the High Street all day, but it would not be difficult to spot visits by enforcement officers and move the cars temporarily to avoid a PCN.

5).  To receive the notes from the Highways meeting on the 19th September, any reported updates and consider any actions arising.

The meeting notes were received by the committee. Responses are pending from Highways but the officer handling them has been on leave and these will be followed up by the Clerk.

6).  To consider future activities for financial year 2024/25 to advise budget planning.

Members were asked to consider future projects that will feed into the budget preparations for 2024/25. Members raised the idea of installation of charging stations, but these would need to be on private land as the current County Council strategy does not include on street provision. Suggestions included the area to the front of the Community Centre as well as approaching local businesses.
